Her father thinks that the retained baby central incisors should be extracted (Fig.2) in order to let the permanent central incisors (Fig.3: #1) come out naturally.  In fact, the very beginning end of the permanent teeth are barely visible (<) when the baby teeth are out.

The permanent teeth are too behind the roots of the baby teeth so that the latter do not undergo normal process of root resorption.  The baby teeth are not ready to be loose and come out.
