Why do we use existing denture for a duplicate denture?
 
We use patient's existing denture as a reference, so we do not have to make preliminary impressions, custom trays, and wax rims. It saves us and patient a lot of time.
It has borders which the patient is accustomed to
The occlusion can help orient the tray back into the mouth correctly
The old denture usually fits loosely, creating an even thickness of impression material.
 
Why do we only apply PVS adhesive around the border?
 
It is not necessary to apply adhesive around the entire tissue surface of the denture as this will increase clean up time. 

Which step did Doctor Wei skip during the first procedure ?

He should have applied PVS adhesive on the border of the existing denture before applying PVS impression material.
