Four and a half months post bracketing (Fig.25, lower occlusal (mirror) view). <: #31 bracket positioning.  Any critical comment on it?  What should have been done?

Compare the edentulous spaces of the lower right and left 1st bicupids.  What is the most likely reason for #18 impaction?  Or what can be done to help it erupt?
